The massive threat of cuts plunges Berlin's culture into an existential crisis. We must therefore not only explain why culture is needed, but also what it needs. How art and culture are created, what knowledge, what expertise, and what time it takes to do so. Which conflicts it negotiates internally and which conflicts externally. Which tasks it must perform and which it cannot perform. What it grows on, what suffocates it. When does culture have emancipatory power, when does it prevent it? Which freedoms must not be violated, which impositions must be permitted?
